Find me any city in this country over a million people that's cheap to live in, and you win a prize
Their cost of living is below average on pretty much everything compared to the national average.
I also didn’t say it was “so cheap”. It’s cheap compared to the national average. Being a large city and under the national average one would believe that would qualify as “cheap”.

What makes their cost of living below average?

Why does it matter ? I think you owe someone a prize.
I think it matters because a lot of people complain about how NYC is so expensive, but I've yet to see another city the same size as NYC, that offers the amount of municipal services NYC does for cheaper
For example our city is an archipelago and needs to maintain its bridges and tunnels. San Antonio does not have this issue. It also snows here (well on average), San Antonio does not have this issue either.

San Antonio’s budget is 3.7 billion. Nyc is 107 billion. The population is 7 times more in nyc. Math doesn’t add up. The budget is 30 times.

It's not all about the population. I brought up the need to maintain bridges, tunnels, snow and ice removal, and also public transportation is nowhere nearly as extensive.

“$4.35 billion: How much the city has projected it will spend providing shelter, food, clothing and other services to asylum-seekers through the end of fiscal year 2024. This is a figure that Adams has repeatedly pointed to throughout negotiations as one of the big reasons cuts were necessary.”
Imagine a 1.4 million person city population budget not even covering this.

This is a wild statement.
The city offers municipal services on the cheap? Maybe for the 60% of residents who pay $0 in income taxes.
Think about it. Either you’re claiming that NYC is Uber efficient at providing city services (which we all know is 110% not true) or those services are *cheap* for some because it’s paid for by others?
