The problem is HOAs always win. You can't take it to court, there will be some clause in the HOA agreement which says you have to go to arbitration and their arbiter will always decide in their favor. And if you don't pay they just take your house.
By your definition of a private road, means there are zero private roads in NJ, because they all have access to public roads? Seriously doubt that's true.
I would pay the full cost to install speed bumps on my 100% public road if the town allowed me to. I even started a thread about it here when I first moved to NJ.
Why dont you just drive the speed limit while in your subdivision. Problem solved.

The problem is that there is no way to know if the speed detectors are calibrated correctly. If they are not then someone could be going the speed limit but get a ticket because the detectors arent set up correctly.

You would but what about those that don't want them? They slow emergency response time and tear up vehicles and snow plows.
