LOL... I will make a WAG that he is drinking from a canteen. But I really don't know, haven't seen it. I did a web search for it yesterday and found lots of statues in Sheridan but not that one.

Sorry, Captn Ron, the COWBOY is not drinking from a canteen. (But that was a good guess.)

I do know there is a picture or two of the sculpture in various tourist guides for Sheridan - but it looks even cooler in person.

Next hint:

It's in a community area on Alger street dedicated to a fellow named Whitney, one block west of Main street.

I haven't seen it, that I know of, but I'll take a guess at it. Is he drinking from his hat?

Correct!

The cowboy is leaning off his horse and scooping water up out of the stream with his hat. Here are some photos:

I dunno what he's famous for, but DMV records show his license plate number in 1913 was "WYO 1."

Hmmm, he was very accomplished, Wyoming State Senator, prominent Mason, partner in Cody Trading Company, credited with creating Park County and promoting irrigation projects. But perhaps his most important accomplishment, in ElkHunter's eyes, is that he built a lot of sheep wagons!

You are both correct, but I'm going to have to give it to CptnRn as it was more complete.

Congrats. You're up.
