I've seen many people from China and Japan talking in English on TV and thought that they were actually American, because they had little to no accent

A lot of upper-class and people in the media in the Philippines speak with kind of an American accent. They kinda sound like Latinos speaking English

The kind of posh American upper class accent is an example, like the way Kelsey Grammer speaks. I've never met any young person speak that way but I see it mostly in old movies and I imagine it was quite common then.
