Here's why: In general there is a storm over the Canadian Maritimes and High Pressure moving in creating a tight gradient but also because surface temperatures haven't responded to the passing cold front so the strong Jet Stream at 5000' is mixing down causing higher gusts at the surface. Interesting.

Deepening low pressure continues moving northeastward into the
Canadian maritimes today as high pressure builds from the west.
Although the cold front has passed east of the area as of 08Z, temperatures are slow to respond with many sites still in the
50s and 60s. With the warmer temperatures, deeper mixing is
allowing low-level jet winds to mix to the surface - measuring
as high as 50 mph already. The pressure gradient will tighten
further as high pressure builds to the west, leading to a period
this morning with strong winds and gusts as high as 60 mph. By
afternoon the low-level jet will begin to depart eastward along
with the attendant low pressure system, allowing gusts to very
slowly decrease through the day. A High Wind Warning has been
issued to account for the strongest gusts this morning.
Localized power outages, tree and property damage remain
possible.
Winds will gradually decrease through the night as high pressure
builds into the area

Meanwhile temps at 5000' at below freezing. Wow. 50s at surface and 20s at 5000'.
