I don't know, since Charlotte Pass isn't an inhabited place. Yes, I was including only inhabited towns.

What about Ouse? It has like 400 people in it. Its average July high is 11.7C, akin to Hobart. Though it would still feel colder than Hobart's July's due to the near-subfreezing average lows.

Much better than Hobart, apart from the maritime industry I see no reason to have a city where that is rather than Ouse
