Here avg high in April is around 12C whereas record low is -13C so not impossible by any stretch of the imagination, but it has an impressive latitude for that to happen.

What about Ouse? It has like 400 people in it. Its average July high is 11.7C, akin to Hobart. Though it would still feel colder than Hobart's July's due to the near-subfreezing average lows.

Much better than Hobart, apart from the maritime industry I see no reason to have a city where that is rather than Ouse
