quick question. that's a 850 mb map. doesn't that mean it is showing temps at 5000 feet up?

Yup. Its used to see the pattern and since the surface reflects it you can figure out what the temps would be. I cheat and just look at surface temp maps but sometimes you'll hear NWS discussions say things like 850mb will be -10C so that supports highs in the 20s. Ect.ect

I also use it to see where the rain snow line is

Will that makes me breath a sigh of relief, it would mean temps that are far warmer that's for sure. Not that they will be warm but it wont be anywhere like that.

Sometimes more useful than surface temperatures as the diurnal cycle is damped and small microclimate effects are removed. Same 850 mb with sun produced different surface conditions with clouds, but it gives a general indication of the "warmth" of the airmass.

That's how I felt last late January and early February when New England got all that snow.
Though at least my area was somewhat chilly.

Temperature ended up a bit lower than expected with a high of 63F, instead of 70F.

Still some severe threat tonight.

A severe t'storm issued for areas to the southwest. Looks like hail is the biggest threat, possibly over 2 inches in diameter.

30 f out. No longer feels cold for outside, I've adjusted. It's always nice not to have a stinging sensation against the skin on your face

50s and overcast today. I'm liking that trend of NW wind flows from Monday-Thursday morning. This is pretty much the only way to get continuous below average weather down here.
