Yes, this temperature recorded in Ulcinj is the new Montenegrin all-time record high for January.
Interesting, mean temperature in Ulcinj was 6.5c (https://abload.de/img/cgtsr-januar2022-500-hajkx.jpg) and that is lower than 1961-90 average (https://en.wikipedia.org/wiki/Ulcinj#Climate)

Except Ulcinj slightly colder than old 1961-90 average in January 2022 were basins/valleys in the north; Pljevlja (station is at 784 m) had mean temperature -2.9c, Bijelo Polje (606 m) had -2.4c, and Berane (691 m) -2.1c. Average for 1961-90 in Pljevlja is -2.8c (https://en.wikipedia.org/wiki/Pljevlja#Climate), in Bijelo Polje -1.9c (https://en.wikipedia.org/wiki/Bijelo_Polje#Climate), and in Berane -2c (https://en.wikipedia.org/wiki/Berane#Climate)
Interesting place is Gradac (https://en.wikipedia.org/wiki/Gradac,_Pljevlja) where station exist since February 1, 2021 same as in Kosanica. Regardless station in Gradac (700 m) is at little lower altitude than in Pljevlja measurements in previous 1 year showed that Gradac is colder than Pljevlja. Mean temperature in Gradac in the previous month was -3.6c https://abload.de/img/cgtsr-januar2022-500-kvkz5.jpg (extreme low in month in Gradac was -21.1c and in Pljevlja -19.7c).
Several times in January daily high in these basins/valleys (Gradac, Pljevlja, Bijelo Polje, Berane) were bellow 0c and lower than in Kosanica who was above 0c due to inversion. In that days Kosanica had clear sky and these other places which i mentioned had fog in the central part of day, but daily lows were much lower in Kosanica.
I mention that Kosanica (1320 m) "beat" higher Žabljak (1450 m) in mean temperature (-6.6c in Kosanica / -4.2c in Žabljak). Kosanica also "beat" significant higher station Viline Vode (1810 m) where mean was -5.5c


Btw lows this morning/night: Kosanica -18.7c, Karajukića Bunari -16.3c, Njegovuđa -15.1c, Gradac -13c, Žabljak -12c, Pljevlja -11.4c
I have a question about the February 2016 maximum temperatures in Montenegro.

According to the HMZ forum in that month the maximum was 27.8 °C on the 16th at Ulcinj. But in the yearly summary of ZHMS Ulcinj's maximum is indicated as 26.2 °C on the same day. And it wasn't the highest temperature, because Bar recorded 27.2 °C that day.

Were the temperatures revised and the ones in the yearly summary can be considered the final values?

On February 16, 2016 Ulcinj reached 27.8c and Bar 27.6c https://abload.de/img/crnagoranoviapsolutniuysb4.jpg
These are all-time highest records for February in Ulcinj and Bar. On Wikipedia for Ulcinj still standing old record high for February (i don't know year/date of old record). For Bar on Wiki is written 27.2c as February record high, but i am not sure is this old all-time record or accidentally slightly reduced (mistake) record from February 16, 2016.

I think I’ve found the answer. In the ZHMS yearly summary they indicate the highest HOURLY temperatures for each day, not the real Tmax. Bar’s hourly max was 27.2 C, Podgorica’s 27.1 (final 27.3).

According to Karajukića Bunari and Sjenica i can approximately reconstruct January mean temperature in Kosanica for 1991-2020. On the site of RHMZ are available temperature data for Sjenica from 1949 to 2020, and for Karajukića Bunari from 1990 to 2020. January mean temperature in Sjenica in 1991-2020 referent period is -3.5c and in Karajukića Bunari for the same period -4.5c. Station in Sjenica is at altitude of 1038 m, station in Karajući Bunari at 1167 m (it was little mistake when i said 1165 m earlier ), and station in Kosanica at 1320 m as i already mention. This means Karajukića Bunari are for 129 m higher than Sjenica and for 1c colder on average in January. On the other hand Kosanica is for 153 higher than Karajukića Bunari, and using Karajukića Bunari - Sjenica relation mean temperature in Kosanica in January for 1991-2020 should be at least -5.5c or slightly lower.

May I ask you about Podgorica record temperatures?

On the ZHMS website there is a 39.6 °C as the September maximum record. I can't find this value in the 1949-2021 database. I only found a 39.0 °C in September 1956.

According to SYNOP data in April 2018 the maximum temperature was 33.2 °C on the 28th.
In the ZHMS yearly summary (and in the extremes data on their website) they indicate 33.8 °C on the same day.

Which temperatures are correct?

It seems record high temperature in Podgorica was 44.8c on August 24, 2007, third chapter on this link https://www.antenam.net/drustvo/4571...skim-gradovima
Podgorica is one of the warmest Balkan places in the summer, and 39.6c for record high ever looks too low. Summer 2007 was extremely warm in the Balkans.
Every summer Podgorica have several days with high over 40c. For example in June 2021 the highest temperature in Podgorica was 40.2c (https://abload.de/img/cgtxn-jun2021.71j2i.jpg), and in July 2021 41.2c (https://abload.de/img/cgekstremnetemperaturiqkun.jpg).


Btw yesterday daily low in Kosanica was -22.6c (at 6:40 AM) https://i.ibb.co/MGpPkqZ/IMG-20220304-155834.jpg
It will be interesting to see lows in Kosanica in period 11-14 March, because it's high chance for lower temperatures than on March 4. I believe temperature in Kosanica can drop to about -30c in that period.

In Podgorica during the summer sometimes the asphalt melts from the heat.

Žabljak with -25.3c still carry the lowest temperature in March in Montenegro since measurements exist. But probably will be broken for a few days.
In checked on the site of Serbian meteorological service (RHMZ), lowest temperature in March in Karajukića Bunari for period 1990-2020 was -28c (in 2005). For Karajukića Bunari is not available data before 1990. Yesterday daily low in Karajukića Bunari was -17.5c and in Kosanica -22.6c as i said.

I read on the HMZ forum that Danilovgrad recorded 39.7 °C on the 17th or 18th that month which can be the highest September temperature ever in the country.

It was earlier, not in September 2021. In September 2021 highest recorded temperature in Danilovgrad and Montenegro was 34.9c
Danilovgrad is another place in Montenegro with very hot summers, often with higher extremes than Podgorica. In May 2021 Podgorica had higher extreme than Danilovgrad, but Danilovgrad had higher in June, July, August and September.
