I picked 71-75 because I thought it would depend on wind, but since you said there's no wind I actually change my mind to 66-70 F. I've wore shorts before in that temperature range on cloudy but not windy days, and I felt fine in it. However everyone has their own opinions of course and someone else may feel pretty chilly wearing shorts and a t-shirt in 66-70 F temperatures.
For me if it's sunny with little wind, I can wear shorts and tshirt in any temp above 70F. Unfortunately for here that is restricted to less than 2 months a year. Ideally I'd love to live in the tropics where I can wear shorts and tshirt almost 24/7/365
I chose 61-65......but it really depends on what I am doing.
If I am working in the yard.....definetely 61-65......if I am standing around doing nothing.....I need it to be a little warmer than that to be comfortable.
I wore short and t-shirts comfortably every morning to go to school in Singapore for one semester starting in Jan, when average low is about 74°F. The lowest temp I have ever experienced there was about 71°F and I was still wearing t-shirt and shorts (though that particular morning was windy and wet and felt slightly chilly), but either way, I'll pick 71-75°F for a humid climate like Singapore, 76°F-80°F otherwise (in Nice 75°F would be about mid-June, when I'd still be wearing jeans I guess).
76-80f. Though if I was going for a run I could wear shorts down to about 45-50F.
