Berlin for me; been there winter and summer and found it comfortable, about 26-28C and sunny/thundery and 0-2C, grey and snow-covered in winter which is just our climate just a little bit more extreme. Berlin does get more extreme weather (-10C by day, 33-35C by day etc), only I'd imagine much less often than Windsor. Sunshine levels there are fairly low but still a little higher than normal.
Both have very cold winters but I will have to go with Berlin as it's the least bad. It's actually cloudier than London.
Berlin, according to Wiki gets 1625 hours per year. Checking out this site Met Office: 1971–2000 averages I couldn't find anywhere near London with hours more than Berlin.

If London actually does get more sun than Berlin, that number is miniscule in the long run and would hardly be noticeable to Americans used to much more sun.
The average since 1957 (the first year Heathrow started recording sunshine) is 1565 hours, let down by the very dull 1960s.
I didn't think the 1981 to 2010 data was in yet. This according to the Met Office site:
We aim to have the next set of 30-year averages, covering the 1981-2010 period, available on our website by January 2012. Calculation of the new 1981-2010 averages represents a significant volume of work.
1981-2010 averages for individual weather stations will be calculated once all station data up to and including December 2010 has been received by the Met Office and quality controlled by our team in Edinburgh.
Once these station averages have been calculated, we will then generate 1981-2010 gridded data sets.
This will enable the production of maps and areal statistics for the UK, districts and regions which appear on these pages.
It hasn't been uploaded yet, so I worked it out manually and it came to 1628 hours. The Dutch Met Office had a figure of 1626 hours on their website.
Our 1981 to 2010 numbers are coming out in July of this year. What is interesting is that our present listing of sunshine hours is still based on the 1961 to 1990 values. The consensus is that our sunshine levels have increased since that period, so it will be interesting to see what the numbers are (if they list them).
Sorry to bring this back to life, but leave it to Wikipedia to post incorrect info, lol. Windsor's record low temp is -29.1c in 1994. Not -32.8c. Not a huge deal, but I hate misinformation!
