Both are good. Berlin's winters are milder but they're humid. The low temperature in Jan in Berlin is -2C and in Kharkiv is -7C. Berlin is wetter so Berlin probably gets more snow despite being milder. Humidity makes it feel colder in winter and hotter in summer. For summer I would pick Berlin but for winter Kharkiv has better winter temperatures but Berlin dampness might make it feel colder. I pick Berlin. Although Kharkiv is a near perfect climate.
I actually went for Kharkiv for the hotter summers, and the winters are not to cold, plus I love snow, so it will stick around longer than in Berlin.
