I'd give a slight edge for Kharkiv because the summers are pretty good and winters are colder, but not too cold.
Both are too cloudy though. Kharliv also has winters that are a bit too long, but overall it's not a bad climate. It just needs sunnier winters. How come they are so cloudy in that season ? I would imagine they get some siberian influence and more sun than Berlin, which they don't, despite being located more south.
Both places make me feel grateful for where I live. Both of them are pretty nice May-Sept. Kharkiv is moderately sunnier, so Kharkiv gets my vote even though the average high in October is 54. (shivers)
