Which leaves Chile. And there are probably only two choices there, Puerto Montt and Concepcion.
There seems to be a lot of people named Herbert Concepcion. So I'll go with that!

There are three other countries that have towns/cities south of Port Elizabeth, South Africa - in fact, one whole country (excluding its territories) is south of Port Elizabeth (which has a latitude of 33.57). In fact, all 3 other countries have their capitals below the latitude of 33.57.
