However, the two towns do seem have some things in common with each other.
If one of those "some things in common" has to do with southern latitude, is this Port Elizabeth, SA?

It is further north of Ushaia and Punta Arenas but south of Port Elizabeth.

A clue to help: someone called Herbert has an association with this place.

Which leaves Chile. And there are probably only two choices there, Puerto Montt and Concepcion.

There seems to be a lot of people named Herbert Concepcion. So I'll go with that!

Not Chile either.

There are three other countries that have towns/cities south of Port Elizabeth, South Africa - in fact, one whole country (excluding its territories) is south of Port Elizabeth (which has a latitude of 33.57). In fact, all 3 other countries have their capitals below the latitude of 33.57.

I guess that's a polite way of telling us it's New Zealand

Australia, NZ and Uruguay all have their capitals below 33.57.

The town/city is in NZ - which means the answer should now be pretty easy to get.

(Extra points if you can guess the "Herbert" connection)

Also, I'll give a cryptic clue - the answer is not the name of the town but if you get the answer, you will know which town I'm talking about.

So, the clue:

Bolt minus West.

Figured out what it was, but not from the clues. In other words, just got frustrated and cheated :-)

For those in the US, a better clue might be 'confluence of industrial ag waters'.
