Invercargill. The home of the late Herbert "Burt" Munro.
Well done both Planner and SSkink.
Figured out what it was, but not from the clues. In other words, just got frustrated and cheated :-)
SSKink, how can you have cheated? The only way to cheat would have been if I had the name on the picture which I didn't, so any other way is genuine. I am assuming that you looked up the lists of the most southernmost cities in the world which is what I would have done
As for my clue re Herbert, Planner is correct - the Herbert was Burt Munro.
The other clue was in regards to the movie made about his feats: The World's Fastest Indian. Anyone who has seen the movie would have known I was talking about Invercargill.
So Bolt minus West was The World's Fastest (West) Indian. Lame clue, I know lol.
PS: Next time I have a go, I promise not to use Australia or NZ again

Somewhere in the original rules it said to not use the web to solve. As I could find stuff on a map in a book, the web doesn't add an advantage for that facet. So I take this rule to mean don't do an image search. Which I did.

Oh. I've just moved a few months ago so I only have the internet at work which means I have only used the internet to find the towns. I usually try to work out what the town is before searching the images. For example, for the last picture, i.e. Valencia Venezuela - I saw what I thought was a V on a building at the front of the building and thought "Bank of Venezuela" and looked up names of the towns and when Caracas was ruled out, googled images of the other larger towns, which was one starting with M and Valencia. So, I am assuming that I have cheated which I didn't realise I was doing. So if you want me to disqualify myself, I will. To me though, that is just being a detective and using what clues one has to find out what town it is.
To me, cheating would have been getting the name off the actual uploaded picture. Some people have uploaded the picture with the placename still attached and, because I copy the picture so I can zoom in and out (is that OK? (the zoom never seems to help me that much lol)), if I do see the name of the town on the picture, I disqualify myself from replying because that definitely is cheating.
