I've been checking out Bing maps trying to find a couple of buildings which would fit that pic. I concentrated on Philly because of your statement, but haven't found them yet. I'll still stick with Philly.

Even though I still haven't figured it out, I'll try Pittsburgh.
Yeah Pittsburgh, East Liberty to be exact. It served as the area's second largest commercial district during the '40s-'60s, but then decayed. (That's what my Pittsburgh friend told me, but Oakland pretty big too, so maybe it was third largest. Anyway, it's recently experienced some redevelopment and many new businesses. It's connected w dwtn Pittsburgh via BRT.
