A couple of clues:

1) The above town is an administrative centre for the region surrounding it (which is more populated than it looks).

2) There is a suburb just to the left of the picture that has the same name as a US state. Most people assume that the suburb was named after the state. However, the suburb (or rather the land where the suburb is now situated) was named about 30-40 years BEFORE the state (they were both named after the same source).

Further south. The US state was admitted to the union much later than Virginia.

Also, the above place is not in a major city but is the administrative centre for a region that is not far from a major city. Many people from this region do commute to the bigger city.

Well done. Gosford is the administrative centre of the Central Coast which is the region between Sydney and Newcastle. The Central Coast has a population of about 321,000. Lots of people commute because it is just over 1 hour from Sydney.
