If they said they "may" have to lay you off within a matter of months, that would be one thing - but to say within a matter of WEEKS sounds very funky to me.........
I'm not sure about the EB extension as that is state based, but EUC (federal) extensions don't count against the employer's UI tax rate, but it COULD be a concern that they are trying to pull a fast one if so.
I don't think they could really report you for failing to take them up on an offer of a few weeks work doing the same job they laid you off from for less compensation.
