As far as I know, and have seen from knowing various unemployed people who relocated to a state other than the one in which they were working when they became unemployed, people are allowed to move to another state and continue to colled unemployment insurance from the state where they became unemployed. They would not have a claim on the state's UI that they relocated to after being unemployed (or relocated back to as in your example) until they have worked in that state enough to qualify.
