Number of boundaries is not a measure of success. Number of wickets would be a much more meaningful tie breaker.
Or how about using their round-robin head-to-head result as the tiebreaker?

The only meaningful difference between the Aussie episode and the rest is that the Australian Cricket Board took it seriously and imposed very long bans. Note that the ICC ban was one match for Smith only.

What does the law say?

Law 19.8 - overthrow or wilful act of fielder:
If the boundary results from an overthrow or from the wilful act of a fielder, the runs scored shall be:
  • any runs for penalties awarded to either side;
  • the allowance for the boundary; and
  • the runs completed by the batsmen, together with the run in progress if they had already crossed at the instant of the throw or act.
There is some potential for ambiguity in the law, because "act" could be interpreted as the moment the ball deflected off Stokes' bat. However, there is no reference to the batsman's actions elsewhere in the law.

So Umpire interpreted the law as the moment when ball hit the Bat of Ben Stokes, not when Fielder threw the Ball.

The decision to award 6 runs to England is justified.

All I know is that the Aussies were caught red handed, they looked pretty bloody 'sheepish' afterwards too, its obvious now that they have spent many decades cheating too, to quote a phrase - 'it isn't cricket', personally I would have banned Australia from the game full stop and as for the abuse if it was me an Australian bowler would have had my bat wrapped around his head before now.
