My guess on locations would be Henrietta (Thruway area), or Gates (Elmgrove area). Gates has access to I-490 and NY-531/I-490.
Like so much else in NY this will be politicized to death. I'm not a fan of casinos, but at any rate I could see this project turning into a boondoggle/fight. For once I agree with Bronson, it shouldn't be located within the city I'm here on business a few more weeks and am keeping tabs on local news. Right now some areas close to where a city casino would go are downright dangerous, after dark. Just seems to me a casino out by the Thruway would be easier to manage, for a lot of reasons, but one huge one is public safety.
Sad, but true. As much as I hate to say it, or admit, I now avoid "downtown" like the plague.....

The only issue with having another casino on the Thruway would be that you already have delLago in Seneca County right by the Thruway and Batavia Downs also not too far from the Thruway(literally a couple of minutes from Exit 48). So, you already have competition there and keep in mind that the Senecas, who are looking for a foothold in the Rochester market, will likely try to set up in a part of the area that is away from said competition.
Between what was stated and the fact of those two casinos/gaming facilities where they are, this may end up not even happening.

Hopefully, they won't appropriate any more taxpayer funds to this project. REALISTICALLY, how many casinos can successfully operate in a relatively small geographic area? secondly, a "bus garage/terminal" was built in the downtown area, and look at the security issues that have occurred there.
I live on the eastern fringe of the metropolitan Rochester area, and if I wanted to patronize a downtown casino, I'd be looking at a 25-30 minute trip to get there. DelLago is 50-55 minutes from my home. Given the security issues in the downtown area, if I was that hot on the idea of going to a casino, I'd gladly drive the extra 20 minutes, each way, to DelLago.....

You forgot Finger Lakes, also along the Thruway.
I don't know if someone thinks travelers will stop and gamble, but upstate must look like an economic wasteland to people passing through. All casinos, instead of factories and offices.

The bus terminal was another blunder. It should have been connected to the train station and the other bus terminal. I also believe they should have built the combined transit/ train center at State St and Andrews, where the old IBM building stands.
I was downtown not long ago in the evening. Didn't feel unsafe at all. There were lots of people around, and frequenting some of the establishments.
The renovation of the Main and Clinton block will help tremendously.

Some may, but not necessarily to gamble, but to stay at the hotel or to attend entertainment/shows at some of these gaming resorts.
Good point about Finger Lakes.
Also, to be fair, you also can see the Lockheed Martin facility(formerly GE) in Liverpool, the FedEx facility in East Syracuse, Sysco in Warners, C & G Foods in the Lakeland/Seneca Knolls area just outside of Syracuse, Cooper Vision in West Henrietta, Finger Lakes Premium Outlets, International Boxing Hall of Fame in Canastota and a bunch of farms/smaller companies along the Thruway as well.

Are you referring to the old Greyhound bus terminal, on Andrews Street? Is that still in operation?

There was a bus terminal at Midtown Plaza, Broad st. Don't remember which one.
What I'm referring to is the corner of State st and Andrews, also bounded by the RR tracks and the river. I think that would have been a better location for a multi transportation complex. I'm talking trains, local buses and over the road bus lines.
I grew up in the Rochester area and still have family there. Just how many casinos does upstate need? All they are is a way for people to throw away money. It's as if the patrons don't understand that statistically they will lose in the long run otherwise the casino would go bankrupt.
If I had to guess casinos draw the same crowd as the lottery does; they are hoping to make a big score. Sometimes they do but most often not. If I guessed further casinos probably attract poorer people. Is that good governance? Is taking advantage of poverty and ignorance something you want the government to encourage?
If a casino IS going to be built downtown is a terrible location. I wouldn't feel too safe leaving a casino at night in downtown PARTICULARLY if I won some money.
