How bad is the drive between Richmond, VA and Arlington or Northern, VA? Do people usually take I95? Is traffic horrific? Tolls?

about 1.5-2 hours depending on traffic. I-95, No tolls.

pure hell. no tolls, just hellish traffic and the worst-timed construction. an 80 mile trip on the highway to get from my house in richmond to ikea should not take three hours, but it always does no matter what time i go. and no im not including time spent in the store

If you hit traffic right, it's an hour and a half. It's also probably 3am... On the Richmond side it's ok, once you get near dc it's hell. And evidently Fredericksburg is near dc now....
