Well, if the man has her in a headlock, has slapped her first and or has touched her inappropriately....I would say no...self-defense. If she simply walks up to the guy and slaps him....no reason...then she is probably psycho and the guy needs to walk away. To me domestic violence can start with a slap in the face but it can also end there if someone is mature enough or sane enough to walk away from it.

Everyone has the right to live a violent free life. If a humanbeing, man or woman, raises their hands to another humanbeing in an act of rage, anger, causing pain or unconsented acts it is considered an act of bodily assault/crime. And, if they are cohabitating it is considered "Domestic" violence. So to answer your question. Yes, it is.
