Well, if the man has her in a headlock, has slapped her first and or has touched her inappropriately....I would say no...self-defense. If she simply walks up to the guy and slaps him....no reason...then she is probably psycho and the guy needs to walk away. Seriously, would you waste a police officer's time calling in domestic violence for a slap in the face?? Walk away! To me domestic violence can start with a slap in the face but it can also end there if someone is mature enough or sane enough to walk away from it.

my "beef" is that people (usually female but not always) are not "legally allowed" to defend themselves.

Everyone has the right to live a violent free life. If a humanbeing, man or woman, raises their hands to another humanbeing in an act of rage, anger, causing pain or unconsented acts it is considered an act of bodily assault/crime. And, if they are cohabitating it is considered "Domestic" violence. So to answer your question. Yes, it is.
