I don't know..."Hi" is so boring and is easy to blow off. I think a guy has a better shot of opening dialogue with a question or a comment, whether it be with a pick up line or genuine interest.
Sure. A question like, are you having the mojito, it looks good, or perhaps, a comment on the game that's going on, but if you go in there with a canned line, nine times out of ten she'll have it heard it before from somebody.

Maybe the lines worked on me because I was the 1 out of 10.
Has there ever been a time where a guy was actually able to get a woman's attention with a pick up line?
What do women think of them?
Depends what you mean by "pick up line."
I have my own that I created that I generally use over and over again that work very well. But since they're my own, they're not common knowledge and appear as if I just came up with it in the moment.

As a guy who has used some variation of 'hi' over the years, I can vouch for the bolded.
IME , I think sparking up conversation is a combo of things. Presentation, appearance, and lastly and least important, what is said.
Of course, within reason on the what is said, but if there is attraction, the exact same initial opening statement may make one person laugh, compared to someone who is uninterested will respond with an uninterested facial expression or worse....

Hi, what's your favorite drink here would work well. Or at the grocery store...have you ever used this <<item on the shelf>> is it good?
not that I always hear pick up lines... but on rare occasions that I do. I'm just amused. the most amusing so far and i thought was brilliant was this guy in vegas. so i was in casino minding my own biz when this old guy approached me:
him:hi do u know any restaurant inside here?
me: ah yes (then i point him to the nearest i know)
then this 1 caught me by surprise
him: would you like to go eat there with me?
I honestly almost said yes coz i was hungry that time but when I said no he just blurted out that he has lots of money waving wads of money at me. that threw me off and kinda annoy me so i just said thanks and left in a hurry.
i could have said yes if he didn't appear desperate at the last minute he went from cool to desperate in my eyes in a span of a minute. LOL
