A urologist is a doctor, so of course he/she can prescribe any drug that's needed. So can a GP. But for low T. (the subject we were discussing), you need a referral from an Endo before it can be treated.

Symptoms of low T. in men are:

brain fog
joint paint
lethargy
LOW libido, no interest in sex
moodiness
sleeping more than usual
no get up and go
inability to build muscle

You can Google the symptoms, they are generally the same in all men suffering from this.

I was married to someone similar to your H. Very low libido.....10 times a year would have been a record for us. Here's the thing, he is most likely only going to get older and worse as time goes on. You have to decide if that's a deal breaker for you.

If it is, you need to sit down with him and tell him. And give him some kind of mutually agreeable time frame for improvement. Agree to what is satisfactory frequency for both of you. It's his problem and he needs to fix it. Doctors, therapy, whatever. Then when he doesn't change, you need to walk. And chances are, he won't change.

If the no sex thing is OK, find some hobbies or other things to do. Take up knitting or something.

does the equipment function as it should? if so maybe just be a little more physically aggressive, once a man is "up to it" he will rarely turn down the offer.

have you tried making a video for him? it may seem strange, but honestly i love when my wife sends me an email saying to check my camcorder when i get home.

if all else fails, there is always toys. if he does not want to be involved, well you still get yours!

i would absolutely NOT recommend going out and getting it elsewhere unless you have his full and express permission first. it would do nothing but make things worse.
