I think lots of places have folks pull into intersections before making a left. Throwback to the days of two lane roads where pulling into the intersection allowed the cars waiting behind you to go straight before you could turn left.

Not to mention that it is perfectly legal as long as you are in the intersection before the light is red. At some intersections that don't have an protected left arrow it is the only way to get across when it's busy.
I've often seen something similar where people will have to yields for a left tuen on green, but will place them selves in the intersection so that even if the light turns red they can complete their turn. People in the area have doen this for many years. The problem is that it's directly opposed to a transplant tendency to run red lights. When living in NoVa me and my wife called it the "Virginia Rule" that when a light turn red the next 3 cars were allowed to pass through the light. It was so common that most stop lights accounted for it, and most people would not go on a green until opposing traffic was at a complete stop. Versus here where people will anticipate green lights and start their forward motion before the light changes.
What we see at least 4 - 5 times per year around here is people with a green light waiting for the person in the opposite lane to turn left in front of them. Talk about dangerous. It's almost as bad as ramp panic.
I thought the quick honkers were pretty bad when I hesitated at a left hand turn light momentarily while I sneezed. How long can it take me to sneeze? Goodness. But then yesterday I was honked at for stopping for a school bus to let out some kids. Seriously. I did not understand that.
You didn't understand that because you are actually a law-abiding citizen. I do believe driving passed a stopped school bus is a federal crime and worth up to at least 4 points on your license, if not a state crime in just about every state. That person behind you will eventually lose their license if they make it a common practice to drive passed stop school buses..in either direction.

But I think in driver's ed they teach you not to enter the intersection unless you're sure you can make it through the green light, to avoid such a situation (wherein you're sitting in the intersection behind a filled-up lane of traffic and then the light turns red and you're caught there blocking everyone.

Not to parse this, but the nuance in NC is it is legal to pass a stopped school bus traveling in the opposite direction when you are on a four lane (or more) divided highway *or* a road of four lanes (or more) with a center turn lane.

They taught it in driver's ed when I was in school. Mind you, that was so recently, I'm sure this practice hasn't changed.

I've always sat behind the white line and waited for the opening to come. No way I'm going to sit out there in the middle of the intersection and wait.

Yes, exactly. Many of the roads around here weren't designed for the volume they are now carrying. No turn lanes, no turn arrows...if you wait at the white line you might be there for quite awhile!
I was taught that pulling forward was actually a courtesy to other drivers as it allows more cars to get through on each cycle - but then again the roads are a little busier where I grew up!
