Depends on the age of the Apartment. W/D's present liability and noise issues, with flooding being the top worry.

Apartments require fireproof concrete floors. Washers and Dryers make a terrible racket on these floors. They act like a soundboard.

the more i look at prices, learn what to expect from portland, and where places are located the more i change my needs. basically i want to be in walking distance of night life, stores, and food. while also being close to public transportation. those are my major needs

NW Portland, Inner SE or NE would all work for you. If you're commuting to the VA on the hill you could take the streetcar from NW to the PSU area and catch the #8 bus to the hill. Very easy commute. You could also live anywhere on the #8 bus line which is a large section of NE Portland. Both areas have nightlife and transportation, though NW the most so.
