It's not a case of 'rule'. The people who live there have chosen the local leadership, but this lady isn't proposing to do anything about that.

She is NOT going to replace the leadership of those neighborhoods. She wants to go to Washington. She will have no more direct impact upon that district in Baltimore than a congressperson from Utah would, or Maine or Nebraska ... honestly. Congress doesn't run those neighborhoods: aldermen, mayors, governors yes, sure. They administer those neighborhoods in one fashion or another. Congress? nope.

Congress can fund programs to help cities in various ways, and at times they do, but such programs are never the products of Republicans. The Republicans don't give a damn about America's cities, they fight efforts to help the inner cities.

The people need job skills and opportunities, they need transportation, they need safe drinking water.

Cities go through phases of growth and decline, it is a classic pattern. Think of the London of Charles Dickens time, and the London of today ... it happens. Republicans at times in the past did have important posts in all the major cities . Republicans lost the confidence of the urban residents because the national Republicans were not willing to help those people and the local Republicans were unable to procure help. The local people will vote for the those who care about them and try.

Honestly, search out for Republican proposals of urban renewal or regeneration, you won't find it. Usually the Republicans like to fund giveaways to large corporations. They would help the rich developers tear down a neighborhood for a large office park or high end condos or something, but that does not fundamentally help the residents, the real victims here.

This Klacik person will not be able to change a thing about it. Like I said already, she will not win but even if in the unlikely event she did win she would not have any influence over how that neighborhood develops, she will simply take your money.
