The mall confirms it with this statement:
“Given the high degree of importance we place on maintaining a family-friendly shopping environment, our policy requires all of our customers to dress in a manner that reflects our code of conduct. Anyone who violates this policy will be asked to change or to leave the premises.” – The Shoppes at Bel Air

The Shoppes at Bel Air isn't a little high end mall, it is large 1.3 million square foot regional mall with a Dillard's, JCPenney, and Target.
These store sell worse.

Maybe the OWNER'S of the mall, who ESTABLISHED the dress code, higher moral values then you do.

Different shops and malls have different codes and it's up to the individual business.

It should be noted that people such as Madonna and Julia Roberts were both refused service by one London boutique in the past, and Naomi Campbell was told to leave.

They banned hoodies in some shopping centres and malls, and exclusive shops such as Harrods in London maintain certain dress codes including no ripped jeans and shorts.

Golf Clubs/Sports Clubs, Country Clubs and other cluibs such as Gentlemen's Clubs, as well as upmarket Restaurants also have dress codes, as indeed do most nightclubs.

Just use your common sense and dress appropriately.

A decent dress code helps everyone be comfortable at the mall. The mall is not a nightclub where young people go looking for sex and validation, it's for shopping.
Good points.

Not in Alabama ask Roy Moore. Local malls have always been hangouts for young people looking for sex and validation, even WAY back in my day.

LOL at all the people talking smack

She doesn't look that bad. She's certainly not a super model, but I wouldn't kick her out of bed either.

Ha, I can't attest to the golf club rules. I was told to leave or buy one of their expensive shirts because I didn't have a collared shirt on. I bought one of theirs because I wanted to play the course. That was a long time ago and I wouldn't do that now.

I don't want my little girl to grow up. So much judgement.

Pretty stupid. What, are we going Victorian now?

I see shorts like that ALL THE TIME. What's the big deal? Sure looks better than the long johns people wear and call shorts these days.

The a photo of the dress code was published on the Daily Mail article I linked earlier. All it said was that "not being fully clothed" was prohibited.

She was technically fully clothed.
