A quote from "things you may not know about Ellis Island" , seems like they did have a sort of selection process. And those that failed had to wait 12 months before they could retry, and in the later years that was bumped up to 3 years.

And people on the right always get mad and upset, because people view the Republican party as a party of mostly racist people. Well this is why, when the head of the party say things like this, and his supporters defends his words to the end. He is a major divider and love giving red meat to his base, and they lap it up like crazy. But, all good things must come to an end, judgement day is coming.
