Allowing NK to develop this will give them the upper hand in all negotiations, because their playing card will be "we can hit you." The US will lose a lot of leverage if we allow NK to develop this, we will end up basically paying tribute to NK to deter them from striking us.
I don't think it will ever go beyond testing and posturing. Committing suicide is probably not on the agenda of the Kim Jong-Un Administration.

Just got finished reading about CA professor who is openly advocating the public hanging of Trump and building a monument to his assassin. And then there's Madonna also from CA who fantasizes blowing up the White House. Berkeley rioters beating up Trump supporters and not allowing free speech on campus. Many many many more like this from CA --- THEY ARE DEPLORABLE ! Wouldn't you agree?
There has not been one reported in South Korea or anywhere within the range of NK.
However, there might be one if team Trump is allowed to stampede like a herd of panicked buffalo.
The debate on who has the right to have nukes, and who has the right to declare who can and cannot have them has been on going for decades. Should Pakistan be allowed to have them? China? India? Israel? France? Who decides?

Should you stay in your wobbling house or run across town to the public library to shelter in its basement?

They can't shoot down an ICBM unless they can catch it in the boost phase. (very difficult to do)
