I think far too many Americans believe that we have unlimited power to force countries do what we want. We don't. If Kim Jong Un wants ICBMs he will have them and there's nothing the US can do about it -- except maybe sanctions or staging more war games in South Korea.
Question, should the USA prevent them from developing such an ICBM?

You're going to have to come with some specifics on how this "prevention" would take place, bud. The US track record in the entire "He's a madman and can't be allowed to have WMDs" department isn't exactly an unbroken string of successes.
Since 1945 the only one of our adventures that we could put in the win column is Reagan`s glorious triumph over Granada. That coincidentally came 2 days after his Benghazi in Lebanon.
South Korea and Bosnia can probably be put in the win column even though the outcomes weren't perfect.

Crazy guy in North Korea will attack South Korea, Japan and ourselves eventually. Just a matter of time. When your so paranoid that you kill your own family members you are way out there and capable of anything.
NK is "allowed" to do whatever the hell they want to do as long as it's a sovereign nation.
