The FBI, now? When is ot rational to double down on looking stupid for massively overreacting?
All it would have taken was one rational adult. One teacher saying "Ehm - probably not a good idea. I'll hold it until school's over, and you can take it home". One police officer telling the principal to stop wasting the police department's time with absurd trivialities.
But no. Authority must be used to its fullest, ad admitting to a mistake is unthinkable.
"It's just a simple knapsack left by someone at the race, stop overreacting, jeeez!"
... try nibbling a pop tart into the shape of a 'gun' and see how fast you get arrested and expelled from school.

Pop tart boy wasn't arrested. And apparetly his suspension came at the end of a string of warnings, because he was an unruly little snot. And I, for one, still think that was a pathetic overreaction. Although not on the level of this one.

Any opinion on the actual topic here? A kid tears a clock apart, puts the guts in a box so it's completely unrecognizable and claims he built it. So why did he do it?
I can think of only two reasons. He:
(a) tried to take credit for something he didn't build (putting something in a box is not building it)
(b) intentionally built a hoax bomb
Did I miss anything here?
At best case he's a fraud, and worst case a criminal. And this is our new national hero.

And what do you do, in that case? You call the bomb squad. That's the logical reaction, if you suspect a bomb.
What happened here? No bomb squad. Because, for the umpteenth time, nobody at any time actually thought this was a bomb. Hell, the police brought the clock with them in the squad car, so they seem quite comfortable around it. They then proceeded to ask for a "broader explanation", whatever that means.
Ahmed walked away with a useful lesson, though: Mediocre people in authority will do anything in their power to avoid admitting a mistake.

LOL and Obama praises the fraud and he gets an invite to the White House.
LOL yea the kid gets an invite to the White House for tearing apart a clock, putting it together again.

If not for the stupid reaction out of the school and law enforcement the White House is never aware of the story.
