Of course it depends entirely on the Democrats. It depends on Democrats circling the wagon around Holder and protecting one of their own criminals. If Democrats ever did the right thing and actually impeached Holder followed by removing from office, then the Republican "October Surprise" for 2014 will have failed.
The GOP is counting on Democrats covering for their own criminal members, obstructing the investigation and disrupting the hearings whenever they can. Then some time in October the Judiciary Committee will vote to allow the Articles of Impeachment against Holder to come to a floor vote in the House. With just a week or two before the 2014 mid-term elections the House will vote to impeach Holder, and send the resolution to the Senate for their vote. Meanwhile the GOP will be releasing campaign ads highlighting the deliberate fraud and deceit within the Democrat Party. Starting with at the top with the ObamaCare fraud, and infesting the rest of the party like a cancer.
If we use the contempt charge against Holder by the House, 17 Democrats voted with the Republicans to find Holder in criminal contempt, and 21 Democrats voted with the Republicans for find Holder in civil contempt. A small handful of Democrats may support impeachment, just like a small handful supported impeaching Clinton. It will be irrelevant however, since it only requires a simple majority vote.
With 15 Senate Democrats up for reelection, and 5 open Democrat seats, if the GOP succeed at exposing and reminding the American public of the fraud and deceit perpetrated by the Democratic Party, it could make the difference and give the GOP a majority in the Senate.
If Sen. Reid chooses not to do anything, and tables the House resolution, and if the Democrats do end up losing the majority in the Senate, that House resolution has a real chance of being brought before the Senate floor for a vote. However, if Sen. Reid brings the House resolution to the floor for a vote by the Senate while the Democrats still have a majority, and they vote not to convict Holder and remove him from office (which is the most likely result). The GOP can go "See how corrupt the Senate Democrats are? Covering for their own yet again."
