36. Section 2(c) of the War Powers Resolution of 1973 clarifies Presidential authority to undertake military action as follows:
The constitutional powers of the President as Commander-in-Chief to introduce United States Armed Forces into hostilities, or into situations where imminent involvement in hostilities is clearly indicated by the circumstances, are exercised only pursuant to (1) a declaration of war, (2) specific statutory authorization, or (3) a national emergency created by attack upon the United States, its territories or possessions, or its armed forces.

Considering the 225 the U.S. has involved itself in foreign conflicts absent a declaration of war since 1790, I think you are probably right.

The info is on many sites, I googled it and linked it.
This is not from Alex Jones, it is printed on his site among others. There is not commentary from him on the link either. whoopee!!!!!!!!! I had posted these Articles in part but it was deleted by Mods as I did not put a link to it and "too many sentences".
I had to find a link so I did.
