2) do they monitor dissidents and people who do not agree with the government? I know they have focused on Occupy Wall St protesters, and I would not call them terrorists or a risk to homeland security.
They can carefully word anything they say to be truthful. Notice the distinction they made between having access to the data and using it. The Big T gives them Carte Blanche to do many things. You can look in the US code for definitions. Pretty broad.

Americans over time have spent so much in blood and money to conserve our "American way of life or American ideals". We now see that those at home are working so hard behind the scene to destroy our basic American concepts. Today we need Americans to stand up for America.

Really doesn't matter at this o point has likely the program will eventually in up in supreme court as to whether the search are constitutional or not. IMO if same search case law is followed as established by courts over many decades its not going to stand as reasonable allowed by constitution. In the face of ruing by the courts in organized crime and murder cases the ole "for you protection isn't going to fly either.

They can't even get a lower court opinion released.
The DOJ is actively blocking it.
The Room 641A case got dismissed because they passed the Immunity amendment and made it retroactive so the AT&T case had no merit.
