It is not abusive to a child, the only abuse comes from adults who instigate the
"evil" behind such a name. In which case I think adults should be taken into
account for their improper behavior.

I don't see this as a matter of individual rights vs. state power. It's about balancing the rights of parents and child. Doesn't a child have the right to grow up without being named after some evil guy or otherwise abused? How can a child's rights be protected if not by the state?

For me and you Hitler may seem as evil, but what about others who admire Hitler? Hitler had great speeches and very smart and powerful despite the harmful he has done against minorities.
