Quite right. Which is why the IRS apologized. Their criteria for identifying questionable organizations was flawed. It's a good thing that all of those organizations who received the closer scrutiny had their applications for non-profit status approved.

Apologizing isn't good enough. Having the IRS harass your political enemies goes against everything in our country's foundation.
Regarding this whole IRS matter, David Plouffe helpfully pointed out via twitter that the GOP groups were crushing the Dems in fundraising. So now we know the motive.
I think the why is pretty obvious. They were overwhelmed with new non-profit exemption applications, and their job is to determine which organizations qualify and which don't. Some lazy people came up with a lazy methodology to identify that some of the applicants were possibly political. The IRS is a bureaucracy first and foremost. Think bureaucratic screw-up, the obvious, rather than political conspiracy.

UM, regarding this whole IRS matter--this is about NON-PROFIT organizations, not GOP groups. Really, quite emphatically, not GOP groups, because GOP groups would quite clearly be political groups, the majority of their activities would be POLITICAL.

That was after they had expanded their criteria for identifying conservative groups in 2011. They knew what they were doing. This is not a screw up, it was deliberate targeting of groups that disagree with Obama's agenda.
