OK, somebody needs to define "well-regulated," and we need to know exactly what the framers meant by that phrase. I wasn't alive then, so I can't claim to be sure, but the question is whether the regulation should come from INSIDE (that is, the militias must regulate themselves, however they might do that) or from outside (they would be regulated by an external agency, probably governmental). If it's the latter, it sounds like the idea would be that the state or the feds would monitor small standing armies, somewhat like the National Guard. I dunno; other people should weigh in here.
