Riiiiight, everything is a giant conspiracy to keep voter ID laws out. You're manufacturing defenses for a poll tax out of thin air, lying and saying IDs are free doesn't seem to be working too well with the courts lately, does it?

The states should be providing non-driver IDs for free to all citizens.
It's hard to imagine life without an ID, from getting a library card to getting a job you need a photo ID. You need an ID everytime you deal with the state. If someone says they live here and don't have an ID they probably should not be voting in the first place.
You must provide either your driver's license number or the last four digits of your Social Security number on your Arkansas Voter Registration Application, or check the box in #7 on the application to indicate that you do not possess either a driver's license or Social Security number.
If you check the box indicating that you do not possess either a driver's license or Social Security number, you may be required to vote a Provisional Ballot when you vote for the first time unless you submit a photocopy of one of the following with your mail-in application or at the time of voting:
Current and valid photo identification,
or
A copy of a current utility bill, bank statement, government check or paycheck that shows your name and address,
or
Another government document that shows your name and address

Secondly in my state of PA they still charge for the ID UNLESS you have no other form of acceptable ID to vote including government, military, college/university, elderly care home and a few others. If you do not have any of the acceptable ID's to vote it will be issued for free.

I don't know how they are handling it in the other states but here in PA they are only issuing them for free if you have no other form of acceptable ID to vote. I would imagine they all have similar rules.

It is strict, and if you don't have acceptable ID you cast a provisional ballot that may or may not be counted, as it is at the discretion of the county officials.
Which is similar to all voter ID laws across the country.
And regardless, you demanded to know which states did not make a form of ID FREE if ID was demanded at the poll. Arkansas demands ID at the polls, and does not make any state ID FREE.
