You need permission to get into the US and stay, too. So if the person with Mexican ID in question is here legally, then it should be fine. It works for visitors, too. Of course illegals will try to abuse it, but that's why they should actually make it difficult to get here illegally instead of just saying they will and never do.
To think that I visited California any number of times with nothing but a Danish passport. Danifornia is arriving - just look at Solvang, the command center for an invasion of bicycle-riding, wind-turbine-loving, herring-eating stormtroopers. Or something...

For all intents and purposes we are an open border country with Mexico.
Not only can they come here and work but also qualify for benefits, file taxes, get refunds from the IRS and their kids are guaranteed an education and healthcare.

No, but I can see the US and Mexico merging in some form or another in the far distant future.
