To do many necessary functions, such as driving and getting medical care, you have to have an ID in this country. I really want to know for what VALID reason a US citizen wouldn't have an ID.
I know someone is going to cite cost so I'll go ahead and supply that because I don't see where any of them are prohibitive.

Obviously this is about VoterID laws, which are a farse, because fraud doesn't occur in any significant (or even remotely close to) numbers to justify the tens of thousands of people, if not more, that would be disenfranchised by VoterID laws.
Want to stop voter fraud? Start targeting absentee ballots. One person can get an entire household worth of absentee ballots, and vote dozens of times. Not only is it easy to abuse, it is abused.
But like Padcrasher said, you don't need to eliminate every Democrat voter, just a small number, just enough to tip the balances in favor.

Depends on the definition of "have". Does an expired ID count? If not, why not? Do you become someone else when your ID expires?

If I recall, the State of Texas has even offered to put the money up for those who can't afford to buy a picture ID ...

No. There is no mandatory identification card. You are thinking about Nazi Germany, Stalinist Russia, or Arizona in 10 years
Aside from your three nonexistent examples, there are many countries which have mandatory ID. And another group which require other acceptable forms of ID....
As noted above, certain countries do not have national ID cards, but have other official documents that play the same role in practice (e.g. driver's license for the United States). While a country may not make it de jure compulsory to own or carry an identity document, it may be de facto strongly recommended to do so in order to facilitate certain procedures.
