And yes - a vehicle like that parked in your driveway will affect your neighbor's property values.

I agree. I wouldn't want to see that in the neighbors drive even if it was running.

I am a firm believer that you do not have vehicles that you don't have garage space for.

Perhaps, but it's obvious that it's not operable if it has no plates and is always in the same spot (putting aside the issue of any parts lying around during the repair process).
