I'd say you have a good problem trying to choose where to move, it just depends on what you want.
DO NOT GO TO ATLANTA!!! The congestion there is on a par with DC's and you don't get the same type of city. I left the DC area about 1.5 years ago and have been working in the Philly area for the past 6 months. Hands down, DC is better. At 2M, you can find a nice place to live in McLean or closeby Arlington. DC has great restaurants, tons of cultural activities, including museums, theaters, and classes for adults, lots of places to walk/run, and offers many opportunities for short day trips. Philly is nice, but way more provincial with less cultural activities.

When DCers start thinking they're on the level of NYers, lol.

Sounds to me like what the OP is looking for is Philly. NOVA is nice and all (lived there and around DC for 4 years) but I wouldn't call it a cultural hub. It's close to DC obviously and Georgetown is right across the Key Bridge but the scene in NOVA itself is fairly new. 15 years ago, Arlington was pretty sleepy. The neighborhoods close to DC are swanky but it seems to me to be too much like what they're leaving. And 1.5/2mm isn't going to go nearly as far there as here in Philly.

If you want to be able to live IN an historical, vibrant and relatively affordable town within walking distance to fabulous dinning and culture, you really can't pick a better place to spend your money than Philadelphia. DC is expensive as anywhere you'll find.

Given your list, sounds to me like you should really consider looking into a visit. We've been here for 2 years and it's the best move we've ever made (and we've lived everywhere).

So true! Philadelphia is amazing, but we know we are not New York and never will be. Many people in DC have this fantasy that they are on par with New York, I shut it down every time I hear someone hint at that.

I am in the unique position of having my friend group split between New York, Philadelphia, and DC, so I experience the dynamic of each city fairly often (Amtrak preferred member lol), and those fantasy thoughts are very much prevalent in DC.

That again supports my pick of Philadelphia. The city has character and diversity, and every street tells a story.

What cultural activities does DC have that Philly does not?

Free museums which we all pay for indirectly. That's about it.

I was thinking political protests were a cultural activity. Or maybe croquet at a lobbyist party?

DC suburbia is boring AF, in the sense it is all the same boring strip malls and suburbia. There is little historical significance or place advantage in American history (except Alexandria). And DC itself is a transient city, so there really is a lost identity, and has a 'fake' sense of place in the fact that everyone feels more entitled than they actually are. (The whole reason why DC thinks it can compete with NYC, (completely ridiculous). Especially NOVA. Again I would choose Bethesda, MD anyday over NOVA. But the Mainline, PA is so much better than Bethesda, MD. So when you really want to compare it all. It is hard to find such a historically significant region as Southeast PA. Only Boston and small parts of NYC suburbs can compare in the USA.

It was a joke complete with grinning emoji

My neighbor works in center city and commutes to work by train. I don't envy him as I have a 15 minute commute to work. If one works in the city, they are betting off living in or as close as possible to the the city.

Commuting to work plays a big role in life-work balance and job satisfaction.
