With the improvement of the city in general why have homicides gone up precipitously in the past few years?

The prevailing theory is that its an escalating turf war due to shrinking territories....in a nutshell.

It's actually different people and different motives.


That's why the murders aren't concentrated in one small area.


But, yeah, narcotics play a large role.
