If he's abusing the horse I'd also try to get it on tape and turn it into the authorities as this IS a crime and he shouldn't be allowed to own horses.

I choose not to deal with people like this. Life is too short to have people like this around. Put them on notice and get rid of them. Mom is an enabler and her son is a jerk. There's no reason you have to tolerate this.
