What google like a lot of companies do, they relocate some of the employees there already have to these new sites so while it brings jobs to the area, they are already filled, there is usually a small percent that do not relocate and that is usually made up with the local area people...
I've seen that a lot in NC, companies relocate employees to the area but then these same people get relocated again somewhere else..
