Why doesn't the MTA make the stations on the subway look better?

If they want to make a lot of money, they should hire snitches and people to watch for people littering and otherwise defiling the subway stations if you ask me. $50 ticket if you spit your gum onto the train platform. $150 ticket for taking a leak on the Canal Street J platform, but with the exception of the Chambers St. J platform, the stations could be much worse.
One thing they should bring back is the graffiti element though. They should at least the pillars foundations or walls of certain stations be officially touched by skilled artisans, at least for a while that would be a nice nod to the both the city's and mta's history.
