I am not going to pretend to know how this works.

Does anyone know why Freeman would choose the route of the grand jury to see if Noor should be charged?

It does not seem to be a standard route to take if a police officer is charged or not.

considering his cop buddies are stonewalling the DA office, just like they always do...Noor will probably end up with a promotion when all is said and done. Justine Damond will probably get charged with disturbing the peace before this farce is over.

Here a woman was outside without a man. A strict religious violation in light of the cop so he did what he felt he had to do.

I am thinking Mike Freeman is covering all bases because of this, thus the grand jury?

If the grand jury does not come back with some indictment on this then the Minneapolis cops will have carte Blanche to shot whom ever they want. This is a clear case of misconduct, carelessness, intentional murder. Pick one.
