That's doubtful.

Not to say that that once they're arrested, there's much that can be done about providing the right services. What a bunch of bureaucratic red tape. Things seem to have gotten worse since this article was written a year ago.

No, it's not doubtful. Out in Fontana I'm sure the cops actually take action against violent homeless behavior. However, out here in L.A., the police are under orders from city hall to leave the homeless alone and let we regular people fend for ourselves.

Having never been to Fontana, I can't really say anything about the homeless population there.
